Constitution of the International Alliance of Libertarian Parties (IALP )

Preamble

We, the member parties of the International Alliance of Libertarian Parties (IALP), united by the principles of individual liberty, voluntary cooperation, non-aggression, and decentralization, establish this Constitution as the framework for our international coordination.

This Constitution affirms our alliance as a free association of sovereign parties working in solidarity toward a more libertarian world, while retaining full independence.

Article I: Name and Purpose

  1. The organization shall be known as the International Alliance of Libertarian Parties (IALP).
  2. The IALP shall exist to:

    a. Promote the principles expressed in the IALP Declaration;

    b. Strengthen and support libertarian parties globally;

    c. Facilitate cooperation, resource-sharing, and strategic dialogue among members;

    d. Represent the libertarian worldview in international forums and discussions;

    e. Provide a common voice for liberty across borders.

Article III: Governance Structure

  1. The General Assembly is the supreme authority of the IALP. It shall be composed of delegates from all Full Member parties and shall meet at least once every two years, physically or virtually. The General Assembly shall be responsible for electing leadership, approving new members, making strategic decisions, and amending the Constitution.

    The Executive Committee implements the General Assembly’s decisions and oversees the IALP’s functioning. It includes:

    a. Chairperson, who shall lead the alliance and represent it externally and shall be elected by the General Assembly once every two years;

    b. Secretary General, who shall manage the IALP’s administration and shall be appointed by the Executive Committee;

  2. All candidates for Officer or Executive Committee positions must be nominated by a Full Member party. Each party may nominate one candidate per position. Nominations must be submitted at least 30 days before the General Assembly and must include a party endorsement and a brief biography. The Secretariat shall circulate candidate information before the vote. Nominees for Officer or Executive Committee positions need not be citizens or members of the nominating party’s country, provided they meet eligibility criteria and are endorsed by a Full Member party.

Article IV: Committees and Working Groups 

The Executive Committee may establish Standing Committees and ad hoc Working Groups for temporary projects. All members may participate in committees regardless of voting status.

Article V: Meetings and Voting

  1. Quorum at General Assemblies shall be set at one-third of Full Members. Quorum within the Executive Committee shall be set at a simple majority.
  2. General decisions shall require simple majority votes, except for constitutional amendments and member expulsions, which shall require two-thirds majority.
  3. A Special General Assembly must be convened within 60 days if one-third of Full Members submit a signed petition to the Secretariat, either written or via an online format.

Article VII: Finances 

  1. The IALP is funded through voluntary contributions from members, donations from aligned individuals or organizations, and revenues from events or initiatives.
  2. No mandatory dues shall be imposed.
  3. The Treasurer shall submit an annual financial report to the Executive Committee and General Assembly.

Article VIII: Legal Status

The IALP shall be registered as a 501(c)(4) nonprofit advocacy organization in the United States to support its international legal and administrative operations. This legal form does not limit the international character or ideological independence of the alliance.

Article IX: Autonomy of Members

All members retain full sovereignty over internal policies and activities, the right to opt out of any IALP initiative, and protection from any binding resolution without explicit consent.

Article X: Amendments

Constitutional amendments must be proposed at least 30 days in advance. Adoption requires a two-thirds majority of Full Members present at the General Assembly.

Article XI: Dissolution 

The IALP may be dissolved by a three-quarters vote of Full Members. Remaining assets shall be allocated consistent with libertarian values and applicable law.
